תכנית המציעה חיבור פיזי ופונקציונלי בין רמת החייל לבין אזור התעשייה והמסחר של בני ברק דרך פארק הירקון באמצעות זיהוי צירי חיבור ויצירת רצף עירוני פעיל והליכתי. התכנון מנצל את מיקומו האסטרטגי של האתר כדי לחבר בין מוקדים עירוניים וקהילות תוך הנגשת מערכת התחבורה הקיימת (תחנת הרכבת בני ברק) והעתידית (הקו הירוק של הרק"ל והמטרו). לא רק להגיע עד הפארק, אלא דרך הפארק. התכנון גם מגיב לתכניות קיימות באזור ומכבד את הנוף הטבעי. בנוסף, התכנון מציע שילוב של מגורים, תעסוקה, מסחר ופנאי.
